VICE-PRESIDENT HUBERT H. HUMPHREY, 

PALO ALTO, CALIFORNIA, FEBRUARY 20, 1967

a young man presently in the restaurant discussing the possi- 
bility of kidnaping Vice-President Humphrey. He recalled the 
following statements: "Humphrey should be kidnaped and hidden 
•under water.’ A threat should be made to kill him xinless a 
headline appears in the New York Times stating that the U. S. 
is withdrawing all troops out of Vietnam. An alternate plem 
would be to kidnap Vice-President Humphrey, take him to the 
Haight -Ashbury District of San Francisco, shave his head, 
a

until the above demands were met to get out of Vietneun."

Agents were dispatched to Stanford View Restaurant 
and along with agents from the Secret Service conducted 
neighborhood inquiry as well as interviewed restaurant employees 
all with negative results. Additional investigation is being 

conducted to identifv the unknown Subiect.

Ihe February 23, 1967, issue of the **Charlotte Observer**, 
a Charlotte, North Carolina, daily newspaper, carried an article 
on Page 6A reflecting a statement by SDS leader GARY WALLER, 
stating that bis group would picket Vice President HUMPHREY in 
Cbaoel Hill on March 1. 1967. WALLER emphasized however that

United States District Judge Herbert W. Christenberry, 
Eastern District of Louisiana, New Orleans, made available to 
Assistant Special Agent in Charge Joseph T. Sylvester of the 
Federal Bureau of Investigation, New Orleans, Louisiana, a letter 
received by him from the Clerk of U. S. District Court, New 
Orleans, Louisiana. This letter had been forwarded in a sealed 
envelope by the Chief of Classification - Parole, United States 
Penitentiary, Terre Haute, Indiana, with an explanation that the 
letter had been placed in the prisoners* mail box for forwarding. 
Judge Christenberry furnished a copy of the letter from the Chief 
of Classification - Parole. It reflects that the letter placed 
in the prisoners* mail box had not been opened nor Inspected by 
the penitentiary personnel.

The February 25, 1967, issue of "The Daily Tar Heel,** 
a University of North Carolina, Chapel Hill, North Carolina, 
student newspaper, carried an article captioned **HHH Reschedules 
Jtanel for Tuesday.** This article reflected that Vice President 
HUBERT HUMPHREY had rearranged his schedule and would appear 
on a Carolina Forua panel at the University of North Carolina 
on Tuesday, February 28, 1967. According to this article, 

GARY VAU2R, spokesman for the canpus chapter of Students for 
a Desocratic Society (SDS), a group highly critical of present 
Anerlcan Involvesent In Vietnam, said, **Ve*ll be there to 
welcome him.** This group had previously announced that it 
intended to picket the Vice President.

February 28, 1967, before an audience of approximately 3000. 

At the time of his entrance into Memorial Hall and subsequent

Memorial Hall carrying various signs which generally protested 
American involvement in the Vietnam war. These demonstrators 
as well as the audience inside of Memorial Hall were peaceful, 
and there was no shouting or incidents of any kind. 

The March 1, 1967, issue of the "Charlotte Observer," 
a Charlotte, North Carolina, dally newspaper, carried an 
article on page one captioned, "Humphrey Gets N. C. Glad Hand." 
This article reflected that Vice President HUBERT HUMPHREY 
was warmly received when he spoke at UNC on February 28, 1967. 

It stated that the only discordant note came at UNO's Memorial 
Hall, when anti-Vietnam war pickets met HUMPHREY with signs 
like "Shame on you, Hubert," "Build Not Burn," "Hubie is a

San Diego Communist Party reportedly hopes to keep the CCSA 
on a broad basis and to avoid red-baiting.

holding office, working on committees and managing the

the sole purpose of which Is to work toward ending the 
war In Vietnam.

Students for a Democratic Society (SDS), as It Is 
known today, came Into telng at a foundlr-g convention held 
at Fort Huron, Michigan, In June, 1962. Ilie SDS Is an 
association of young people cn the left and has a current 
program of protesting the draft, promoting a campaign for 
youth to develpo a conscientious objector status, denouncing 
United States Intervention in the war in Vletrjna and to 
"radically transform” the vnlverelty community, and provide 
for Its complete control by students. Gus Hall, General 
Secretary, Communist Farty, USA, when Interviewed by a rep- 
resentatiive or unirea rrese xu 

California, on May 14, 1965* described the SDS as a part of 
the "responsible left^' which the Party has’ going for us. 

At the June, 1965 , SDS National Convention, an anticommunist 
proviso was removed from the SDS constitution. In the October 
7, 1966 , Issue of "New Left Notes, " the official publication 
of SDS, an SDS spokeeman stated that there are seme cornmunlsts 
In SDS and they are welcome. The r^atlonal headquarters of

As the Bureau is undoubtedly aware. Vice President 
HUBERT H. HUMPHREY is scheduled to be the main speaker before 
the Pillars of Freedom group in the Community Concourse in 
San Diego on 5-2-67. He is one of several speakers selected 
and, in connection with his visit, certain plans and security 
measures are being taken by the local Secret Service as well 
as members from Washington, D. C. \ ^ '

Today ^H|H^HHiiBBlntelligence Division, Secret 
Service, Washingtot^M^ c., appeared at the office and furnished 
a tentative itinerary for Mr. HUMPHREY. As it stands how, he 
\ is scheduled to arrive at San Diego at approximately 10:00 p.m. 
5-1-67 and will be housed at the Del Coronado Hotel, Coronado, 
California. He is scheduled to make his speech at noon on 
Tuesday, 5-2-67, and follow this with another appearance at the 
Miramar Naval Air Station, Miramar, California (a suburb of 
San Diego) and will then depart at approximately 3:30 p.m. the 
seune date. 

This is being furnished to the Bureau for information 
purposes, and appropriate assistance will be rendered Secret 
Service personnel within the scope of our authority and policy-

Diego Communist Party with these meetings culminating In the 
formation of the Coordinating Council for Social Action (CCSA), 


This council Is composed of representatives of various peace^ 
student and civil rights organizations In San Diego. Ihe 
San Diego Communist Party reportedly hopes to keep the CCSA 
on a broad basis and to avoid red-baiting. 



Communist Party members have taken an active part in 
this council since Its inception and continue to do so by 
holding office, working on committees and managing the 
finances .
